History

Brandywine Counseling & Community Services, Inc. (BCCS) is a welcoming and innovative organization that contributes to stronger communities and enhances the quality of life of our clients. With integrity, we promote hope and empowerment to persons and families touched by substance use, mental health concerns, co-occurring diagnoses, HIV/AIDS, and their related challenges.

For 35 years, BCCS has been a trusted provider of outstanding substance use and behavioral health treatment, prevention, early intervention, and education initiatives, and mental health services. Our core program offerings fall under one of our critical areas of care: Education, Prevention, Early Intervention, and Treatment. More recently, we have added Justice-Involved (Criminal Justice) services as an extension of our areas of care. We pride ourselves on helping members of our community recover with dignity, while also focusing on improving their physical health. We makes good things possible.

Originally part of Wilmington Medical Center, BCCS was incorporated as a separate non-profit in 1984. Since incorporation, BCCS has expanded its size and services considerably, and has been a full United Way member agency since 1988.

In 1989, BCCS began the C.O.A.P.E. outreach project in response to the HIV/AIDS epidemic. This program became highly successful in only its first year, identifying 1,960 new intravenous drug users who had never been in contact with a treatment program. Other programs followed, including the Assertive Treatment Team and Bridge programs.

In 2016, our nationally lauded Women in Support of Health (WISH) program, led by BCCS in partnership with Beautiful Gate Outreach Center, completed successfully with exceptional results. BCCS is also responsible for launching the innovative Project Engage and integrating the TCE-TAC technology-enhanced care program in Delaware.

Today, BCCS continues to build its reputation as the leader in our field with expanding adult and adolescent education, prevention, early intervention, treatment, and justice-involved programs across Delaware, including medication-assisted treatment (MAT), integrated treatment services including the Infectious Disease Clinic, the Perinatal Program, and Title X Family Planning Services, adolescent services through Project RISE, mobile outreach including the statewide Syringe Services Program (SSP), and the Delaware Overdose Survival Education (DOSE) Naloxone training program.

BCCS is one of the first agencies to utilize the Delaware Treatment and Referral Network (DTRN), an online treatment referral system for substance use disorder treatment and mental health services, and is proud to be an original member and Level 4 outpatient provider in Delaware’s Substance Use Treatment and Recovery Transformation (START) Initiative. As a START Provider and through related initiatives, BCCS is engaging new clients in every level of treatments and services, creating an enhanced referral process and expanded referral network, and focusing on outcome-based care.
