Brandywine Counseling and Community Services and The Division of Public Health are proud to partner and offer syringe exchange services throughout Delaware. BCCS’ Syringe Services Program (SSP) serves those caught in the cycle of addiction, helping them avoid sharing needles. The program protects users and their loved ones from contracting HIV, Hepatitis C, and other infectious diseases, and meets clients without judgment to helps them explore available options for lessening their exposure to disease.
Through coordinated outreach efforts, the Syringe Services Program provides an unyielding harm prevention program through access to sterile syringes. The program also provides a connection to substance abuse and mental health treatment.
BCCS provides the Syringe Services Program through mobile outreach at sites throughout Delaware.

WHO IS ELIGIBLE?
You Must Be:
- An active injectable drug user,
- At least 14 years of age, and
- A Delaware resident.
HOW DOES IT WORK?
- Check the calendar for the most convenient SSP location. SSP services are provided Monday – Friday and locations are available statewide.
- SSP is a needs-based syringe service program. Syringes are distributed in the amount that are needed until your next exchange.
- Bring old syringes in a rigid, puncture-proof sharps container. If you don’t have one, use an empty, plastic container (like a soda bottle)
WHAT IF I CAN’T GET TO AN SSP LOCATION?
Syringe Services Program delivery is available statewide. If you are disabled or unable to get to one of our SSP locations, you may be eligible for SSP delivery. We can provide all harm-reduction materials including naloxone, fentanyl testing strips, wound care, condoms, etc.
