DSARP | DUI Screening Assessment and Referral Program

Brandywine Counseling & Community Services (BCCS) is proud to be a statewide provider of the DUI Screening Assessment and Referral Program (DSARP) – formerly the DUI Evaluation and Referral Program (DERP).

Every individual who is adjudicated in the State of Delaware for a DUI violation (or is otherwise under Delaware’s jurisdiction for a DUI offense) is screened by the DUI Screening Assessment and Referral Program at BCCS. Each court-ordered, DSARP-screened individual is then appropriately referred to either an education or treatment program.

Screenings take approximately 90 minutes to complete, and involves an interview with a trained screener. Within five (5) to ten (10) business days following the completion of your screening, DSARP participants receive a letter with a referral for placement (education or treatment).

DSARP is for individuals 18 years or older and who have been ordered for DSARP participation from either Delaware Courts or Delaware Division of Motor Vehicles. DUI offenders have ten (10) days from the date of their conviction to contact DSARP for screening. Failure to contact will result in a non-compliance discharge and additional fees. Individuals who have an out-of-state DUI but reside in Delaware will need to contact the DSARP Coordinator to discuss requirements from the issuing state.

Required Documents

Certain documents must be submitted at least 72 hours before your scheduled screening. If documents are not submitted at least 72 hours prior to your scheduled screening, your appointment will be canceled and there will be an additional missed appointment fee (see “DSARP Screening Fees” below).

If you are scheduling your appointment online, please be prepared to upload the required documents online while scheduling your appointment. If you need assistance uploading documents, please contact [email protected].

If you are scheduling your appointment by telephone, you may submit your documents to [email protected] or in-person at the BCCS Treatment Center you’ve selected. Do not mail documents or send documents via any other courier.

If you are scheduling your appointment in-person, you must bring your DUI ticket and State-issued photo identification when you schedule your appointment. It is recommended you also bring completed copies of the other documents listed above as it will expedite scheduling a screening, however these documents may be completed in-person when you schedule your appointment.

Schedule Your DSARP Screening

DSARP screenings may be completed via ZOOM or on-site teleconference at the following BCCS locations:

You may schedule your DSARP screening in one of the following ways:

Important Scheduling Notes:

Please do not schedule your appointment before obtaining a copy of your DUI ticket. If you do not have a copy of your DUI ticket we are required to cancel your screening appointment.

To obtain a copy of your DUI ticket do the following:

  • Get in touch with the agency that issued you the ticket, or
  • Contact the court house records, or
  • Contact your probation officer.

You must pay for your DSARP screening when you schedule your appointment (See “Payment” below).

Payment

Payment must be made in full at the time the screening appointment is scheduled.

Major credit cards are accepted when scheduling online through the DSARP appointment self-scheduler and when scheduling by telephone. Major credit cards, cash, certified checks, and cashier’s checks are accepted as payment for in-person scheduling. Please make checks payable to Brandywine Counseling & Community Services. Personal checks and money orders are not accepted.

Payment is non-refundable. There is an additional fee for missed appointments (see “DSARP Screening Fees” below).

Rescheduling

Screenings may be rescheduled at least 72 hours prior to the scheduled appointment. Screenings rescheduled within 72 hours of the scheduled appointment are considered a missed appointment.

C. § 4177D, the State of Delaware Department of Health and Social Service’s Division of Substance Abuse and Mental Health (DSAMH) promulgates under 16 Del. Admin. The screening and referral of a DUI offender is an information gathering and analysis process. The client meets with an screener to construct a personal history, including medical, legal, social, and psychological information. The screening takes approximately 90 minutes.

BCCS utilizes the Computerized Assessment and Referral System (CARS) as its DSARP screening tool. CARS is an easy-to-use, computer-guided interview that includes comprehensive psychosocial and mental health screenings.

The information obtained from the screening, along with review of the offender’s motor vehicle record and blood alcohol test results at the time of the violation, form the basis for analysis and recommendation. DSARP then makes a referral to either education or treatment programming. Offenders must make contact with the agency within 30 days of the referral or risk being reported to court as “non-complied.” Referrals are valid for one (1) year.

Offenders with a BAC (blood alcohol content) of 0.15 or higher at the time of arrest, or with more than one alcohol or drug violation (any type) on their record are not eligible for the education program.

The major goal of the education program is to help offenders take a careful look at their situation, take responsibility and ownership for their behavior, and explore what it takes to solve the problems they have encountered.

Outpatient treatment programs offer a full range of treatment services to chemically dependent individuals. The major goal of each agency is to provide services that will halt the progression of substance abuse. The standard program consists of a combination of individual and group counseling sessions over the course of approximately three (3) months. All services are provided by professionals and are confidential.

This program is designed to provide treatment services to young offenders, ages 21 and under. Treatment consists of group, individual, and family counseling sessions. Family members are encouraged to become involved in the overall treatment experience.

This program offers an alternative to DUI offenders who are experiencing mental and emotional adjustment problems in addition to their substance dependencies. The program’s major focus is to alter patterns of behavior that could lead to subsequent DUI violations.

Delaware-licensed offenders who are arrested in another state must contact DSARP to schedule an appointment for a screening. After the screening is completed, BCCS requests the paperwork from the state where the arrest was made. Once the offender has completed the program satisfactorily, DSARP forwards the information to the arresting state.

Individuals who have an out-of-state DUI but reside in Delaware are responsible for contacting the DSARP Coordinator to discuss requirements from the issuing state.

Offenders who are arrested in Delaware but are licensed and live out-of-state are required to meet the Delaware requirements for alcohol screening and treatment program completion. The offender must contact DSARP, and a BCCS DSARP provider makes arrangements to have an alcohol screening conducted in the offender’s home state. The offender must also satisfactorily complete an alcohol program that meets Delaware requirements.
